Personality: To start off, Iruka is extremely loyal and patriotic to Konoha. He takes his job seriously as much as he loves every second of it. He's not the type to go at a task half heartedly and fully expects the people around him to do the same, which can be seen from how he makes all his students work hard to achieve the best results, especially Naruto. This is probably why he can be very strict with mission reports coming in because not having properly-made material means double the work for him. He is always professional and adroit when it comes to accomplishing things and this is probably why, when it comes to team dynamics, he's usually the one encouraging and urging people to get a move on. He does not hesitate to speak his mind when he feels something should be addressed.
Iruka is a social-butterfly by nature; he would talk to anyone and anything (including summons) simply because he believes everyone is capable of teaching a person a lesson if one is willing to listen. To him, everyday will present a new thing, be it from an event or from a simple conversation. For example, in the anime/official art book, Iruka has been portrayed as the type of hang out with his colleagues. During one episode, when Kakashi had lent him Pakkun (one of Kakashi’s summons), Iruka was shown to converse/strategize with said summon whilst tracking an escaped convict.
In saying this, Iruka can be a very curious person. While mild mannered and polite (when he's not yelling his lungs off), he can be quite schemy when trying to get something he wants for the sake of understanding and satisfying his curiosity, or sometimes outright lose his temper. This doesn't always work as sometimes he gets into trouble by being insubordinate to his superiors, such as when he spoke out against Kakashi’d decision to nominate Team 7 during the Chuunin Exams. During his younger days, Iruka was always in trouble - troublemaker/prankster that he was.
He can be quite emotional with the people around him (perhaps even empathetic). This is possibly because he believes that even shinobi has the right to feel and therefore doesn't deny himself that luxury. He would cry, get angry, and thousand other emotions and not hold back. Because while he knows he is shinobi, he never forgets that he is also human. He teaches kids the shinobi rules and one of them obviously includes, “that a shinobi must never show emotions”. A good example of how Iruka works around that rule is, during the funeral of the Third, Konohamaru had been in tears and right there, in front of everyone, Iruka embraced him as an act of comfort. Another example is after Jiraiya’s death, Iruka had comforted Naruto by giving him a popsicle (those two popsicles in one packs that you get to snap in two) thereby indicating that it’s okay to be upset and encouraging the time to mourn but also reminding Naruto of what Jiraiya had seen in him/expects of him etc.
That is not to say that he can't kill and/or won't kill (because he has a few A-ranks up his sleeve after all) and is naive when it comes to war, blood, tears, loss and breaking of minds. He's been through them and feels that with those things comes hope and healing and the will of fire (or should come - even if they don't, he believes they will, one day).
He can think out a problem and come up with a rational solution. When it comes to very serious things, even if his emotions are in the way, he will always choose the right thing to do as his duty dictates and for the sake of the village. An example of this would be the choice he made in saving Naruto and turning Mizuki in (even if he did feel the fox was evil, he understands that Kyuubi is not Naruto and the betrayal by his comrade needs to be punished).
When it comes to relationships, Iruka jumps right in without thinking twice. He doesn't hesitate to form new friendships or bonds. He gives a part of himself to everyone he meets and especially those he holds dear to him (his students - every single one of them, his friends and peers). He stubbornly believes in the good in every person, thinking that even the coldest person has a burning flame inside them. Because he knows what it feels like to be alone and not have anyone, it is likely the root of reason as to why Iruka is always there for EVERYone. That doesn't mean people are there for HIM but knowing that he can give what little he can to shoo away that horrible feeling of loneliness in anyone is enough for him (most of the time at least).
It is safe to say that Iruka is a yoyo personality-wise, but in his very heart, he is very compassionate. He is also very optimistic (to the degree that it can get too stubborn).
Strengths Iruka's role in the series is an academy teacher. He is responsible for the crucial first few steps ninjas go through in the learning curve. That being said, it is important to note the following statistical numbers (5 being the highest):
Ninjutsu: 3.5
Taijutsu: 3.5
Genjutsu: 2.5
Intelligence: 4.5
Strength: 2.5

Physical: Physically, he is fit, he is healthy being a shinobi alone with the ability to mold/form chakra. According to the anime series, he is also proficient with the ninja basic skills (ninjutsus like bunshins) including taijutsu (he was able to hold his ground fairly well during the fight when Mizuki escaped prison), genjutsu (he had posed as an Amegakure ninja to test Sakura at one point in the series and also seeing through Mizuki's genjutsu).
While there has been no note of him being able to do overly fancy jutsus, Iruka is able to do what can easily be dubbed 'echolocation'. It's basically him being able to get a sonar image of his surrounding area, so his sensing ability can be fine tuned if he chooses to.
Perhaps being an instructor is what makes him able to tap into a few things here and there, because Iruka has shown some ability of Barrier Ninjutsu in the anime when he had tried to create a barrier in an attempt to restrain Naruto (obviously, it didn't really work). That being said, he is pretty good with his seals. One of his seals techniques is the Sealed Bomb Squre Release, a stunt that consists of exploding tags that goes off once the target has entered the "square" and moves.
Being a teacher means, he is quick with his handseals, too (possibly because being a teacher requires him to be quick on his toes when handling children).
Mental: Dealing with children equals mega amount of patience. It is safe to say that Iruka usually has the patience of a saint. Usually. Sometimes, though, he can still lose all his patience and have an outburst (in the classroom, they are somewhat comical, too). He is empathic and able to assess the situation and act accordingly. He is aware of the rules and follows them, but at the same time, his judgement can also fall in the gray area. When it comes to morals, he isn’t black and white. For example, Mizuki was his best friend, and while he might have been possibly aware of warning signs that he was defecting, he still treated him as shinobi of Konoha, still continued to be his colleague and friend as opposed to avoiding him.
He failed Naruto in the official academy exam simply because Naruto didn't meet the passing requirements. But post battle, he declared him an academy graduate.
Iruka is fair. When he sees that it might be beneficial for the person, he would cut them their fair slack. When it comes to people he cares for, Iruka has very strong faith in their abilities. For example, during the war, he was one of the few shinobis responsible to keep Naruto from leaving the turtle island he was training on to protect him from the war, and yet, when Naruto had chosen to leave to fight, Iruka let him go, despite his orders.
He is friendly, doesn't seem to judge and has an appeasing nature. Again, perhaps, this has more to do from his previous experience of being alone and losing his parents and being a teacher at the same time. He seems to be able to hide things well from the public. He can also be very direct when needed. His ability to handle people, teach, and still be a guy loved/admired by many can hint towards his intelligence.
Emotional: Iruka is a stable person. His loyalty remains in place even after he's gone through his fair share of losses. He knows where his place is. Perhaps his stubbornness and his way of convincing himself that yes, this what I am, this what I should be, this is where I am supposed to be is what makes him strong.
His empathic nature is also a bonus in this case. Also, when Iruka realizes that the mistake is his, he is will acknowledge it and accept it. This can also hint towards his humble/simple nature.
Weaknesses
Physical: Iruka's stamina is quite appalling according to the official handbook. This is a hindrance when it comes to the field because that means, he can't last that long. While he has some knowledge in genjutsu, it is actually his weakest point. This makes him more susceptible to falling for it and slims his chance of breaking it, too.
Strength wise, he is actually pretty average. He doesn't have super strength, but he’s not weak either. The same goes for his speed. This limits his ability severely in the field which is why, possibly, he doesn’t go out on field missions a lot.
Mental: Because of his weaknesses, this leads to lack of experience in the field, which makes Iruka naive to some concepts of the field. This also limits his exposure thus when the time comes, his judgement may be perceived as inaccurate (such as when he thought Team 7 and the other rookies were not ready for the Chuunin Exams).
Emotional:
Because Iruka is, in general, a nice guy, it is very easy for him to be manipulated. And this is where his faith in people sort of bites him in the ass too. Being nice and having faith can cloud his judgement. For example, Mizuki had shown signs of defecting and any shinobi worth their salt would have possibly at least investigated further. But perhaps, Iruka’s faith in their bond is what prevented him from cornering Mizuki until the last and most obvious act of treason finally took place. Iruka can also be a little gullible to some concepts, especially if it is coming from someone he trusts.
His expressiveness can also be considered almost very unshinobi-like. He can get angry easily, he can shout, bellow, and not have control over his fuse when he’s had enough. Even in the classroom, his language (keep in mind, Iruka is very polite) can switch to something that falls under fairly rude, regardless of where the place is. He has been seen, for example, yelling at Naruto in public as well as the classroom, after all.
That being said, the most dangerous part of his expression of emotion is that sometimes, he lets it cloud his judgement. For example, technically, he should have stopped Naruto from leaving the aforementioned island as per his orders. Instead, he let him, and while that worked to everyone’s advantage, especially Naruto, the reason behind it was rather emotional/his strong faith in Naruto. Again, it was a risk to take. Just like how it was risk on his position as a chuunin when he had gone against Kakashi in the chuunin nomination exam for team 7 in front of the Hokage and all the jounins (like seriously, Iruka?! You nuts?!)
His lack or thin control of his passionate beliefs or his strong convictions can just sometimes be a little over the top.
